The purpose of this Volume 1 report isto explore how development of the gasandelectricity sectors can be better coordinatedwithin this dynamic environment. In particular,this reportaims to: Briefly outline the gas resources and developmentsin Vietnam, and describe the current institutionalarrangements for the gas sector and how they relate tooverall gas and electricity planning; Identify key gassector issues as they relate to gas and electricity sectorplanning in general and BOT electricity generation projectdevelopment, and in particular identify the development andoperating risks for a BOT electricity generation projectdeveloper and suggest mitigation measures for these risks;Suggest mechanisms to improve gas and electricity planningcoordination. Present a case study that illustrates some ofthe gas and electricity planning issues and how these wouldbe addressed if the suggested planning changes wereimplemented. This assignment has been undertaken during aperiod of unprecedented change in Vietnam. The electricitysector is part way through the complex process ofintroducing a market. In global world energy markets, oilprices have risen to USD140/bbl and then dropped to belowUSD50/bbl in less than a year. In global financial markets,the world isfacing the deepest recession indecades, the banking sector is in turmoil, andtheavailability of credit has shrunk dramatically.It is difficult for any planning process to cope with thesemassive worldwide shifts and fully capture the expectedeconomic impact on a rapidly growing economy such asVietnam. As a result of these events, some data such aselectricity load forecasts and the least-cost ranking ofgenerating plant would likely differ if they were updated.Nonetheless, the fundamental observations andrecommendations of this report remain relevant despite (orperhaps because of) the volatility of international markets.And while recent economic volatility complicates planning,it makes it all the more necessary.
