【 摘 要 】

The information and communicationtechnology (ICT) is transforming interactions betweenpeople, governments, and firms worldwide. In developingcountries, farmers receive updated crop prices and publichealth officials monitor medical inventories by textmessages. Women are empowered to make decisions and accessnew opportunities through online information. Entrepreneursobtain business licenses in a fraction of the standard timeby applying for them through municipal government web sites.And in an increasingly integrated global economy, ICTenables people to access and share knowledge and servicesaround the world. The first report, Information andCommunications for Development (IC4D) 2006: global trendsand policies, analyzed lessons on developing access to ICT,examined the roles of the public and private sectors in thisprocess, and identified the benefits and challenges ofadopting and expanding ICT use in businesses. This secondreport, IC4D 2009: extending reach and increasing impact,takes a close look at mobile and broadband connectivity. Itanalyzes the development impact of high-speed Internetaccess in developing countries and provides policy optionsfor rolling out broadband networks and addressing theopportunities and challenges of convergence betweentelecommunications, media, and computing. The report alsopresents a framework of e-government applications anddiscusses various country experiences with the institutionaland policy arrangements for e-government and for thedevelopment of the local information technology (IT) andIT-enabled services (ITES) industries. The common threadrunning through these topics is the development impact ofICT. Finally, the report presents summary tables on ICTsector indicators in 150 economies and introduces newperformance measures in terms of access, affordability, andICT adoption in government and business.
