The objective of this study is to assistBangladesh in becoming a viable player in the IT/ITESindustry in five years by identifying the strategies,programs and investments needed in order for the country toleverage ICT for economic growth and competitiveness, aswell as for social development by increasing gender equalityand youth employment. Why is it important for Bangladesh toconcentrate its efforts in developing the IT/ITES industry?First of all, industry development is aligned with many ofthe goals for Digital Bangladesh as described in themanifesto, including development of software exports, ITparks, youth employment, etc. Secondly, the global IT/ITESis too large to be ignored - leaving a significant untappedmarket for which many countries are competing. Beyond directeconomic benefits, IT/ITES growth can generate large-scaleemployment. India and the Philippines are establishedcompetitors while China, Vietnam, Sri Lanka and Pakistan areemerging as new threats.To-date, the IT/ITES industrydevelopment activities in Bangladesh, while not without itssuccesses, generally lacks widely accepted, centralizedleadership or focus. This must change if Bangladesh is goingto mount serious competition for an increase in market share.
