【 摘 要 】

This study investigates an attempt toeconomically and socially empower some of the poorest andmost vulnerable young women in one of the poorest and mostfragile places in the world: northern Uganda. Investing inwomen is said to be a key to development. Educate her, buyher a cow or goat, or help her start a business and greatthings will follow: sustained increases in income, greaterempowerment and social inclusion, health and education forthe children, and (especially in war-affected regions)mental health and happiness. This report providesprovisional answers to these questions based on datacollected from April 2009 to August 2012. The questions willcontinue to be explored and analyzed in academic papers infuture, but the authors attempt to draw out the key findingsand policy lessons as close to the end of the interventionand data collection as possible.
