This report was designed to providesenior Russian policymakers with a comprehensive andpractical analysis of energy efficiency in Russia:potential, benefits, and recommendations on how to fully tapinto this resource. Shortly after his inauguration,President Medvedev made several public statementsidentifying Russia s inefficient use of energy, and theassociated economic and ecological consequences, as one ofthe most pressing problems facing the nation. He has calledfor an action plan to halve Russia s energy intensity by2020. The goal of this report is to make a significantcontribution toward developing such a plan.
