【 摘 要 】

As countries develop, the demand forwater increases while water supply becomes less certain andis often not enough to meet demand. In general, pressuresfrom both environment and human activities can increase thelikelihood of water scarcity. Such pressures includeincreased socio-economic development and population growth,change in people's diets, competition for availablewater among different user sectors and growing climatevariability. Climate change is likely to exacerbate theexisting demand and supply stresses, particularly when morefrequent and extreme droughts and floods, as well as risingsea level are becoming more evident. In temperate,sub-temperate regions, less rainfall and longer dry seasonsare expected. In tropical areas, rainfall is predicted to besimilar or greater in terms of annual average volumes, moreintense and severe storms and seasonal droughts (IPCC,2007). These pressures will test the effectiveness of waterresource management systems in providing a consistent andsecure water supply for all users, with minimumexternalities. This study will assess advances in managementpractices, institutional and technological innovations formanaging water scarcity sustainably under a changingclimate. This study of 'sustaining East Asia'swater resources through Green Water Defense (GWD) is asub-study of the 'towards GWD in East Asia' studyand is complemented by another sub-study 'green waterdefense for flood risk management in East Asia' thatfocuses on flood management in delta regions.
