Agricultural water management is a vitalpractice in ensuring reduction, and environmentalprotection. After decades of successfully expandingirrigation and improving productivity, farmers and managersface an emerging crisis in the form of poorly performingirrigation schemes, slow modernization, declininginvestment, constrained water availability, andenvironmental degradation. More and better investments inagricultural water are needed. In response, the World Bank,in conjunction with many partner agencies, has compiled aselection of good experiences that can guide practitionersin the design of quality investments in agricultural water.The messages of this publication center around the keychallenges to agricultural water management, specifically:building policies and incentives; designing institutionalreforms; investing in irrigation systems improvement andmodernization; investing in groundwater irrigation;investing in drainage and water quality management;investing in water management in rain-fed agriculture;investing in agricultural water management in multipurposeoperations; coping with extreme climatic conditions; andassessing the social, economic, and environmental impacts ofagricultural water investments.
