This Note outlines a larger reportdescribing the changing context of demand and supply foragricultural water. It identifies the policy, institutional,and incentive reform options that will accelerateimprovements in productivity and pro-poor growth in thissector. It articulates priorities for investment andindicates options for adjusting the respective roles of thepublic sector and other stakeholders. The report also setsout how agricultural water management can best be integratedupstream into water resources management policy formulationand downstream into agricultural economic management strategy.
