To promote energy efficiency in thedelivery of city services, the Energy Sector ManagementAssistance Program (ESMAP) in the World Bank launched amulti-year initiative, the Energy Efficient CitiesInitiative (EECI), in December 2008 to help scale-up energyefficiency improvements in developing country cities aroundthe world. One of the tools to help scale up energyefficiency improvements under the EECI program is theprovision of pre-investment policy support wherein ESMAPapplies its expertise in advising cities on appropriateanalytical tools, policy and regulatory framework, lifecyclecosting principles, energy efficient codes, and financingschemes. ESMAP is also working with Cities Alliance CityDevelopment Strategies (CDS) in this regard. Within thiscontext and in keeping with the Government of Jordan's(GOJ) regional development agenda, ESMAP received a proposalfrom the Zarqa Municipality seeking technical and financialsupport for developing an energy efficient urban transportplanning strategy for the city Downtown area. This is linkedwith the cities alliance grant to prepare inputs to thebroader CDS for preparation of the new Zarqa master plan tobe developed by the Ministry of Municipal Affairs (MOMA).
