This sector note presents the results ofthe World Bank-led study on the development of a strategy ofthe government of the Arab Republic of Egypt to respond toair quality problems in Greater Cairo. The Greater CairoMetropolitan Area (GCMA) is the largest urban and industrialcenter in Egypt, which, in 2009, was ranked eighth among theworld's top urban agglomerations. Twenty million peoplelive and work in Greater Cairo, which is surrounded by majorheavy industries to the north and the south, includinglarge, as well as small and medium enterprises. As in manymegacities in the world, air pollution has been a chronicproblem in Greater Cairo. The persistent air quality problemrepresents a serious hurdle to the competitiveness that is akey to the socioeconomic development of Greater Cairo andtherefore the nation. An action plan has prepared for theimplementation of the main sectorial policies. This actionplan will have to be developed and changed where requiredbecause it can only be implemented within a coherentframework of environmental, energy, and economic policiesthat need to be defined and adopted by the government.Therefore, the action plan, as presented in this report,should be considered as a basis for ongoing discussions withthe government. These discussions must, in any case, becontinued to support the implementation of the work that hasbeen initiated through this report. The action plan alsoidentifies the entities that should be involved in orresponsible for implementing and monitoring specific activities.
