【 摘 要 】

The global economy has becomeincreasingly complex and competitive. Many countries haveturned to knowledge-based growth to transition fromlabor-intensive sectors to new and emerging economicactivities that require higher skills and intellectualcapital. In Thailand, higher education increasingly plays anessential role in enabling greater opportunities foreconomic growth and attractiveness to foreign investment. This social monitor provides a snapshot of the current stateof the higher education sector in Thailand by examining itskey characteristics, latest developments, strengths, andweaknesses. It also focuses on the extremely importantrelationships between higher education, research anddevelopment, innovation policies, and the private sector. Inshort, Thailand can rightfully point to major achievementsin the development of its higher education system, includingthe establishment of autonomous universities and increasingaccess through innovative open universities such as Rajabhatand Rajamangala. However, the higher education system facesmany challenges in the areas of governance, financing, quality, access, and its relationship to the private sector.Without significant changes in both policies and attitudesin these areas, Thailand's future vision as aknowledge-based economy relying on highly skilled labor andtechnological advances to drive growth and productivity willbe extremely difficult to achieve.
