【 摘 要 】
Despite internal conflict and the globalfinancial crisis, Sri Lanka has made remarkable progress inthe past decade, enjoying healthy economic growth andsubstantially reducing poverty. Moreover, Sri Lankans arethe best-educated people in South Asia: the country has a 98percent literacy rate, widespread access, high completionrates in both primary and secondary education, and genderparity in general education. Chapter two describes thegeneral education and training system in Sri Lanka,especially the TVET sector. Chapter three examines the maindrivers of skills demand and skills mismatches and gaps inSri Lanka. Chapter four studies the relationship betweeneducation, training, and labor market outcomes, includingskills already available in the workforce. Chapters five andsix analyze factors affecting the skills supply system, suchas cost, financing, and governance (chapter 5) and privatesector provision (chapter six). Chapter seven brieflyreviews firm-based training in Sri Lanka based on evidencefrom the employer survey. Chapter eight assesses workforcedevelopment policies in Sri Lanka based on the WorldBank's Systems Approach for Better Education Results(SABER) framework. Finally, chapter nine provides thesummary of main findings and outlines possibilities for theway forward in skills development in Sri Lanka.
