【 摘 要 】

To facilitate air freight, landlockedcountries need to improve operations at their airports andliberalize access for foreign airlines. But until thosecountries become major exporters, it is unlikely thatscheduled air cargo operators will have significantoperations. Instead, most air cargo will move as belly cargoon passenger airlines, with some complementary use ofchartered air freighters during shipment peaks. Landlockedcountries should therefore provide greater access to foreignpassenger airlines.
