【 摘 要 】
Doing Business 2009 is the sixth in aseries of annual reports investigating the regulations thatenhance business activity and those that constrain it. DoingBusiness presents quantitative indicators on businessregulations and the protection of property rights that canbe compared across 181 economies from Afghanistan toZimbabwe and over time. Regulations affecting 10 stages ofthe life of a business are measured: starting a business,dealing with construction permits, employing workers,registering property, getting credit, protecting investors,paying taxes, trading across borders, enforcing contracts,and closing a business. Data in Doing Business 2009 arecurrent as of June 1, 2008. The indicators are used toanalyze economic outcomes and identify what reforms haveworked, where, and why. The methodology for the legal rightsof lenders and borrowers, part of the getting creditindicators, changed for Doing Business 2009. The paperincludes the following headings: overview, starting abusiness, dealing with construction permits, employingworkers, registering property, getting credit, protectinginvestors, paying taxes, trading across borders, enforcingcontracts, and closing a business.
