【 摘 要 】
This study assesses levels and trends incorruption and the administrative burden from governmentregulation of private firms. It is largely based on thefourth round of the European Bank for Reconstruction andDevelopment (EBRD)-World Bank Business Environment andEnterprise Performance Surveys (BEEPS) covering over 11,000firms in 29 countries in Europe and Central Asia (ECA). Thereport provides an update of the progress that ECA countrieshave made since 2005, extends (in certain respects) theanalysis of corruption and regulatory burden on firmsprovided in the earlier Anticorruption in Transition (ACT)reports covering the period from 1999 to 2005, and inseveral instances provides comparisons of ECA countries tosimilar countries outside of the region using the World Bankenterprise surveys and other sources of data. Despite makingsignificant progress on administrative bribery overall,corruption is cited more frequently by firms in the regionas an obstacle to doing business than any other problem,with the exception of tax rates. In part, this continuedperception of corruption as one of the most serious problemsfor business may reflect slower progress on other aspects ofcorruption not measured directly in firm-state interactionscovered by the BEEPS.
