【 摘 要 】

Past performance of development banks,has generally been considered poor and the value of stateownership questioned. There are few institutions thatachieve the optimum balance of effectively addressing apolicy objective while being financially sustainable.Following the financial crisis, there is a renewed interestin the role development banks can play in weathering thecrisis. The purpose of this paper is to highlight thelessons learned following the financial crisis and topresent some of the best practices in development banking sothat policy makers can be better informed should they beconsidering how to build strong state financial institutionsto address current and future needs in their respective countries.
