【 摘 要 】

A joint World Bank and InternationalMonetary Fund team visited Morocco in November 2007 at therequest of the authorities to update the analysis andrecommendations made in the framework of the FinancialSector Assessment Program (FSAP) in 2002 and to assist theauthorities in preparing their medium-term strategy formodernizing financial intermediation in Morocco. ThisFinancial Sector Assessment (FSA) summarizes the followingmain topics: (i) analysis of the progress made by theMoroccan authorities in implementing the recommendations ofthe 2002 FSAP; (ii) identification of potential risks in thefinancial sector that could have macroeconomic repercussionsor could hamper the development oft he financial system;(iii) assessment of the stability of the financial systemand its capacity to manage the risks resulting from thepolicy of openness, and the system's resistance tothese shocks; (iv) review of the authorities'initiatives to increase the rate of bank penetration andimprove access to financial services; and (v) assessment ofthe degree of compliance with the Basel Committee coreprinciples for Effective Banking Supervision (BCP) and withthe core principles of the International Association ofInsurance Supervisors (IAIS). This report also discussedwith the authorities the main points of the capital marketsurveillance assessment prepared in 2006 by InternationalOrganization of Securities Commission (IOSCO), theevaluation by the Arab Initiative for payments andsecurities settlement systems in 2007, and the MENAFATFassessment of compliance with the Financial Action TaskForce on Money Laundering (FATF's) Anti MoneyLaundering and Combating the Financing of Terrorist(AML-CFT) recommendations in 2007.
