Natural disasters and climate change areamong the greatest threats to development. Although naturaldisasters have always presented risks, climate changeincreases those risks and compounds them by adding a greaterlevel of uncertainty. As a result of their increasedfrequency, the economic and social costs of disasters aremounting (World Bank 2010). Natural disasters and climatechange can push people into chronic and transient povertyand force them to adopt negative coping strategies. Socialprotection programs play an important role in protectingpoor and vulnerable people from these impacts and helpingthem reduce their exposure and vulnerability to them. Thistoolkit provides guidance on how to prepare socialprotection programs to respond to disasters and climatechange. The snapshots of good practice experiences andpractical tips for implementation are intended to guidedecision makers in countries facing these risks in adaptingtheir social protection programs to reduce negative impactsand accelerate recovery. The focus of this toolkit isaligned with the role and expertise of the World Bank, whichhas traditionally supported early and long-term recovery andhelped rebuild livelihoods and infrastructure. This toolkitprovides examples of good practice experiences and practicalguidance for the practitioner in that direction.
