【 摘 要 】

In many Russian cities, these growingdemands for mobility are not adequately met by the existingurban transport infrastructure and services. Mostmunicipalities have had difficulties in planning andmanaging the development of their urban transport systems ina coherent manner, which is a precondition for successfulresolution of the existing transport problems. In addition,there is a need to develop and put in place a sound legaland regulatory framework. Thus, in order to create favorableconditions for addressing the existing transport problems,there is a need to develop a national framework that wouldcontribute to the creation of pre-requisites for sustainabledevelopment of urban transport systems. The purpose of thiswork is to develop proposals for the formation of thenational framework for improvement of the quality andsustainability of urban transport and road traffic safety inRussian cities.
