【 摘 要 】
The transport sector is an importanteconomic sector in Belarus, contributing 6.7 percent ofGross Domestic Product (GDP) in 2008 and 6.6 percent in2009. Belarus has been a net exporter of practically allmodes of transport services. The country serves as a transittransport corridor between the European Union (EU) andRussia and potentially between the EU and Asia; thus, thestrategic geographical location of Belarus places thecountry on two of the Pan-European corridors that the EU hascommitted to promote. In addition to a high geographicalconcentration of international trade, the trade patterns forspecific commodity groups are also concentrated in Belarus.A relatively small number of industrial producers and mainexport companies dominate the market and generate acorresponding transport demand. The trade logisticsenvironment in Belarus has been improving in many areas. Theevolution of freight and passenger transport markets showsthat freight traffic movements have grown in line with GDP.Belarus does have the equivalent of a National TransportStrategy and Action Plan. The program for ensuring efficientuse of transit potential of the Republic of Belarus for 2006- 2010, the draft program of the development of transitpotential of the Republic of Belarus for 2011 - 2015, andthe roads of Belarus program constitute the three keypillars of such a national transport strategy. In addition, the strategy for the development of transit potential of theRepublic of Belarus for 2011 - 2015 and the concept ofBelarus' transport system development until 2025 haverecently been approved by the Government.
