The report builds on the 'towards avision for agricultural innovation in Chile in 2030'report and is further based on a series of background papersand a consultation process that took place between December2010 and May 2011. The current study is the third in aseries of three that were agreed between the Government ofChile and the World Bank to support the development of along-term agricultural innovation strategy. The first paperreviewed the functioning of the three main publictechnological institutes and recommended how theirperformance can be improved. The second study explored thefuture of Chile's agriculture towards 2030, usingscenario planning and developing a vision for the future ofits agricultural innovation system. This paper is based onthe results of the former two studies, as well as a set ofbackground documents and further consultations, and willoutline the action plan required to achieve theaforementioned vision. The objective of this action plan isto enhance the capacity of Chile's agriculturalinnovation system in order to achieve the goals as laid outin the vision for the sector for the year 2030. It builds onthe current strengths of the agricultural innovation systemand elaborates on the main actions needed to address thepriority topics. Five principles serve as the foundation ofthe plan: recognizing national and regionalresponsibilities; distinguishing public and private roles;diversity; excellence; and institutional integration. Mostof the actions can be implemented between 2011 and 2015 andconsolidated in the next five years. After 2020, plans andactivities can be revised in the light of the progressobtained up to that moment.
