The Government of Egypt has recognizedbroadband as being of strategic importance to the country´seconomic and social development and it is developing a newstrategy to develop access and use of broadband networks andservices. As a specific target of this strategy, thegovernment seeks to increase broadband penetration to 20connections per 100 inhabitants by 2013. This report is theresult of the second part of the existing reimbursabletechnical assistance on communications by which the WorldBank has been providing assistance to the government ofEgypt in the development of this broadband strategy. Theobjective of this particular assignment is to support thepolicy making process to develop broadband services andinfrastructure throughout Egypt and achieve substantialeconomic impact in the economy including specificintermediary sectors. This assignment builds of the outcomesof the previously delivered study (strategic options forbroadband development, 2010) and it uses both qualitativeand quantitative approaches to provide specific advisory outputs.
