It is widely recognized that broadbandis of fundamental importance to the social and economicdevelopment of a nation. The focus of the paper is oninfrastructure-related actions; measures to stimulate demandfor broadband are, therefore, only marginally addressed.This paper aims to provide a platform for debate with theRussian counterparts in the sector, and to discuss themeasures needed to develop broadband in support of actionsaimed at economic growth. This paper examines the broadbandmarket in Russia and preconditions for its sustainabledevelopment. It begins by presenting arguments demonstratingthe importance of broadband to the overall economicdevelopment of Russia, including from the perspective ofdiversification of the economy and new job creation. Thepaper benchmarks Russia s broadband performance withOrganization of Economic Cooperation and Development (OECD)comparators, as well as with other nations leading the wayin broadband diffusion. The paper takes stock of theexisting broadband market structure in Russia and its mainplayers as they stand today, including the regulatory andlegal environment of the market for both fixed and mobilebroadband. Finally, the paper provides a set ofrecommendations that addresses the issue of sustainabilityin Russian broadband delivery, and how it can continue itsacceleration in the years to come.
