This Report presents a plan forimproving service delivery in regional governments using aset of strategies that are commonly found in an approachdescribed as 'Alternative Mechanisms of ServiceDelivery' (AMSD). The report has been prepared as partof a contract between the Decentralization Support Facility(DSF) and Hickling Corporation of Canada. This report aimsto outline the most important programs/activities thatcentral government might undertake to help regionalgovernments systematically improve service delivery, whichafter all, is one of the key objectives of thedecentralization policy. It hopefully provides the basis fora system of improving service delivery. The objectives inrelation to promoting AMSD within regional governments are:assistance to government in the rationalization of differentinstitutional arrangements for the delivery of sub-nationalpublic services; and aid in the development andimplementation of new (contracting) methods for servicedelivery. This final section is in recognition that planningis nothing without good implementation and learning from experience.
