This report reviews the Indonesian legaland regulatory framework that might support or obstruct thepromotion of alternative mechanisms of service delivery(AMSD). AMSD, as it has been translated in Indonesian, is aterm used especially in Canada to describe an array ofstrategies and tools that government can use to deliverservices in "not the normal way'.'Alternative' is used in the sense of'alternative lifestyle" or 'nottraditional'. The objectives of the project in relationto promoting AMSD within regional governments are: i)assistance to government in the rationalization of differentinstitutional arrangements for the delivery of sub-nationalpublic services; and ii) aid in the development andimplementation of new (contracting) methods for servicedelivery. The report aims to describe the current proximatelegal and regulatory framework within which the eightstrategies work. The report provides the basis forunderstanding where the strategies already have'support' and where the framework needs improvingor additions.
