【 摘 要 】

This report evaluates the outcomes ofWorld Bank Group support to Liberia from its post-warreengagement in 2003 through 2011. The country has movedfrom total disarray to a solid foundation for inclusivedevelopment. Although development has not moved forward asquickly as hoped, substantial progress has been made. Publicfinance and key institutions have been rebuilt; crucialtransport facilities have been restored; and hospitals,schools, and universities are operating. The debilitatingburden of massive external debt has been eliminated.Although the government deserves most of the credit, thissuccess would not have been possible without externaldevelopment and security partners, including the World BankGroup. Regarding outcomes, the rebuilding of publicinstitutions has seen substantial progress, with importantachievements in restoring public finances and reforming thecivil service. Regarding the rehabilitation ofinfrastructure, the World Bank Group has helped improve theconditions of roads, ports, power supply, and water andsanitation. However, World Bank Group financial support hasbeen relatively modest with regard to facilitating growth,but it has helped with policy advice and in filling gapsleft by other partners.With regard to the threecross-cutting themes of Bank Group strategy, some effectiveprograms were carried out, including capacity development atseveral core public finance-related agencies. However, theintegration of these themes across World Bank Groupinterventions, which was the underlying intent, still needsa vision and better articulated strategy.Finally, the Bankand the International Monetary Fund led efforts to reduceLiberia's inherited external debt burden under theenhanced Highly-Indebted Poor Country Initiative and theMulti-lateral Debt Relief Initiative mechanisms.
