【 摘 要 】
Keefer reviews progress made inunderstanding the effects of different dimensions ofgovernance on economic development, and the sources of goodgovernance. The term governance has been used to embraceconcepts that are heterogeneous both with respect to theireffects on economic development and their genesis. Futureprogress in developing policy responses to bad governancewill depend on separately examining these heterogeneouselements-the security of property rights, the quality ofbureaucratic performance, corruption, voice, andaccountability. Future progress will also depend onexplicitly linking problems of governance to the overarchingpolitical environment and the incentives of governments tocorrect those problems.
