【 摘 要 】

Over the last three decades Jordan hasmade substantial investments in its human resources,spending more than 10 percent of Gross Domestic Product(GDP) on health and education. Like their male counterparts,women and girls have benefitted from these policies andtheir quality of life has improved. The Jordan CountryGender Assessment (CGA) has two primary objectives. Thefirst is to assess gender imbalances in the areas ofeconomic participation in the labor market, agency, andaccess to justice; provide a framework for policies orinterventions to the Government of Jordan (GoJ) onaddressing imbalances; and provide a basis for implementingthe activities included in the Gender Action Plan (GAP). Thesecond objective is to develop and strengthen partnershipswith GoJ agencies, Civil Society Organization's (CSOs),and academic institutions to promote collaboration onaddressing gender-related issues impacting development, andin particular to develop mechanisms for cooperation onimplementation of the GAP. This CGA will further explore, inthe Jordan country context, the argument that theconsiderable progress in human development in Jordan has notyet led to consistently higher women's participation ineconomic, political and social life, which in turn hasslowed women's economic participation. Access tojustice is directly linked to the issue of agency-whereasagency defines the legal and social boundaries of rights andpractices, the concept of access to justice covers the toolsand mechanisms aiding persons in exercising these rights.Obstacles to women exercising agency in Jordan are caused bya combination of the treatment of women versus men underapplicable legal frameworks, with gaps further widened byrestrictive social norms that can govern women'sbehavior. Recent legislative and regulatory reforms, ifimplemented effectively, have the potential to increasewomen's agency through expansion of rights andimprovements in service delivery. Despite legal and socialimpediments to accessing land, levels of registration ofland by women have been increasing in recent years.
