【 摘 要 】

Uganda is one of the few Africancountries with a functional national assessment system.Established in 2003, the National Assessment of Progress inEducation (NAPE) Program is executed by the Uganda NationalExamination Board (UNEB). The program uses a learningoutcomes measurement framework to annually measureachievement in literacy and numeracy proficiency on thebasis of a cross-sectional, nationally representative sampleof learners from the primary three (P3) and primary six (P6)grades. In 2008, the framework was extended to the seniortwo (S2) grade of lower secondary education for English,math, and biology. However, use of national assessmentresults to inform improvements in student learning remainsweak. These data can nevertheless be used to search forsolutions to the challenge of low-quality education inUganda. The objective of this study is to generate acomprehensive, consolidated evidence base about studentlearning outcomes and teacher effectiveness in primary andsecondary schools Uganda, grounded in existing, nationallyowned NAPE assessment data. In specific terms, thisanalytical work attempts to establish the following: (a) theperformance levels and patterns of students in P3, P6, andS2; (b) problematic curriculum areas in the respectivegrades; (c) teacher competency; and (d) predictors ofstudent and teacher performance levels. The goal is not toreanalyze existing data, but rather, provide additionalanalysis that can help complement the very useful summaryreports provided by NAPE for individual years. This analysisis also supported by findings from the qualitativeend-of-cycle (EOC) curriculum examination reports generatedby UNEB chief examiners.
