In response to a clear need bylow-income people to gain access to the full range offinancial services including savings, a growing number ofmicrofinance NGOs are seeking guidelines to transform fromcredit-focused microfinance organizations to regulateddeposit-taking financial intermediaries. In response to thistrend, this book presents a practical "how-to"manual for microfinance institutions to develop the capacityto become licensed and regulated to mobilize deposits fromthe public. This book provides guidelines for regulators tolicense and regulate microfinance providers, and fortransforming microfinance institutions to meet the demandsof two major new stakeholders -regulators and shareholders.As such, it focuses on developing the capacity of NGOmicrofinance institutions to mobilize and intermediatevoluntary savings. Drawing from worldwide experience, itoutlines how to manage the transformation process andaddress major strategic and operational issues inherent intransformation including competitive positioning, businessplanning, accessing capital and shareholders, and how to"transform" the microfinance institutions humanresources, financial management, management informationsystems, internal controls, and branch operations. Casestudies then provide examples of developing a new regulatorytier for microfinance, and how a Ugandan NGO transformed tobecome a licensed financial intermediary.
