【 摘 要 】
This workbook is intended to help policymakers in developing countries plan for a safer future inurban areas in the face of natural disasters and theconsequences of climate change. It is based on theexperiences of three cities in Vietnam, Can Tho, Dong Hoi,and Hanoi, that worked with international and local expertsunder World Bank supervision to develop local resilienceaction plans (LRAPs) in 2009-10. An LRAP is a detailedplanning document that reflects local concerns andpriorities based on the experiences of the past andprojections for the future. It is not a wish list ofprojects that may never be completed because they are toocostly or lack political support. Rather, it should be arealistic document that describes and establishes prioritiesfor specific steps that can be undertaken in the near termto adapt to both climate related and other hazards.Regardless of their size, location, political orientation,or technical capacity, other cities can learn from theexperiences of these pilot cities to develop their ownLRAPs. The purpose of this workbook is to adapt the initialexperiences of Can Tho, Dong Hoi, and Hanoi to benefit thenational government and other communities in Vietnam andbeyond. Indeed, the process described in this workbook waslater adopted in the cities of Iloilo, the Philippines;Ningbo, China; and Yogyakarta, Indonesia, and the concludingchapter of this workbook draws on some of the lessonslearned in these cities. However, the workbook, whilegeneralizable to other contexts, largely reflects theVietnamese experience.
