Before the current economic crisis hitthe Europe and Central Asia (ECA) region in 2008, energysecurity was a major source of concern in Central andEastern Europe and in many of the economies in the formerSoviet Union. Energy importers were experiencing shortagesleading to periodic brownouts and blackouts. An energycrisis seemed imminent. This report analyzes the outlook forenergy demand and supply in the region. It estimates theinvestment requirements and highlights the potentialenvironmental concerns associated with meeting future energyneeds, including those related to climate change. The reportalso proposes the actions necessary to create an attractiveenvironment for investment in cleaner energy. Greaterregional cooperation for smart energy and climate action isan important part of the World Bank's engagement inEurope and Central Asia.
