【 摘 要 】
The workshop brings diverse perspectivesfrom outside the World Bank, providing a forum in which toexchange ideas and debate in the course of developing theWorld Development Report (WDR). Participants at the 2006Berlin Workshop gathered to discuss challenges and successespertaining to agriculture and development. Agriculture isthe major sector contributing to economic development inmany poor countries. Three out of every four poor people indeveloping countries live in rural areas. As globalizationaccelerates, development policies should tackle futurechallenges in agriculture arising from the scarcity ofnatural resources and globalization. The author highlightsthe paramount importance of redefining the framework foragriculture, providing us with food for thought and puttingforward suggestions that need greater reflection and moredetailed discussion. The contribution focuses on three maintopics. First, the author presents some considerations onglobal agricultural development and trade. The authordescribes the different approaches to agriculturaldevelopment, outcomes and effects of these approaches andevaluates which nations or which population groups arebenefiting, as this could help to develop target grouporiented strategies in poverty alleviation and agriculture.Second, the author takes a critical look at how agricultureand the rural sector can be an effective engine for growth.Another issue on the agenda is to determine what agricultureneeds in the way of technology, infrastructure, andfinancial support to become a growth engine? These newinsights should contribute to an appropriate formulation andimplementation of tailored agriculture for developmentprograms. Finally, the author looks at development inconnection with systematic capacity building and training,pointing out the need to define sound capacity-buildingmeasures in terms of agriculture as well as to determine howthese could be used more effectively.
