This year's annual review ofdevelopment effectiveness focuses on assessing the WorldBank's development effectiveness, with specialattention to global public goods. It notes some encouragingdevelopments. Project performance has improved over themedium term; country programs have worked relatively well inseveral large nations that house a majority of theworld's poor; and the Bank has increased attention tocollective international action on global public goods andadvocated effectively on some of those important challenges.But work is required to remedy weaknesses. Notably there isa need to go beyond the Bank's country- based modelwhen tackling issues where the perceived local and nationalbenefits of action do not match global benefits fromcollective action. Attention should be paid to improvingweak performance of country programs in smaller states andthose with extensive poverty, and redressing shortcomings inapplying monitoring and evaluation in projects and countryprograms. Over the next decade and beyond, the success ofthe international community and the World Bank Group inrising to the shared global challenges of our time will becrucial to reducing poverty and, indeed, to solving thelooming challenges the world collectively faces.
