【 摘 要 】
The report is organized around threechapters, in addition to this overview, each one dealingwith an excluded group: Scheduled Tribe (ST), ScheduledCaste (SC), and women. The objective is to provide adiagnostic of how the three excluded groups under analysishave fared along various development indicators during aperiod of rapid economic growth in the national economy. Inseeking this objective, the report also addresses correlatesand the processes that explain how and why these groups havefared the way they have over a period of time. Chapter twoin this report focuses on the Adivasis or STs. In mostanalyses, this topic is addressed after the Dalits, but theauthor has placed it first for analytical and organizationalpurposes. There are two reasons for this: tribal groups arenot strictly within the caste system, and the bonds ofrituals do not affect their relations with the world ingeneral. Also the report shows that outcomes among Adivasisare among the worst, despite considerable variation acrossplaces of residence and tribal groupings. Finally, Chapterthree focuses on Dalits, a term that has united the SCs in aprocess that is more empowering than the process ofidentification by individual names, which have been andcontinue to be associated with ritually impure occupations.
