【 摘 要 】
The International Finance Corporation(IFC) has advanced systems to gather, analyze, and applyinvestment and advisory project information. It has madestrides in developing, aggregating, disclosing, andstrategically using its development indicators. TheMultilateral Investment Guarantee Agency (MIGA) has madeprogress in upgrading its system of assessing itsdevelopment performance. There are gaps in terms ofmeasuring private sector development for investment projectsand use of relevant standard indicators in advisory servicesprojects. Reliability of data can be enhanced by adding moreindependent verification. Most self-evaluation has beenproject focused, but there is much that could be learned byextending evaluation to cover programs and strategies. Thesystems could be improved in several aspects to makeevaluation more effective and to get more value fromevaluation lessons. This biennial report on operationsevaluation is an evaluation of these systems. It takes stockof the strengths and weaknesses of the development resultsframeworks in place for IFC investment services, IFCadvisory services, and MIGA guarantees, and determineswhether they: (1) provide mechanisms to generate credible,timely, and relevant information;(2) support evidencebased decision making and learning; and (3) improve theperformance and results of IFC's or MIGA'sactivities. Where they fall short, this report offersrecommendations for improvements.
