【 摘 要 】

Tariffs are low in Azerbaijan and needto be raised to finance badly needed network maintenance andto balance supply and demand. This study presents ananalysis of the short-term impacts of a 50 percentelectricity tariff increase on residential consumers. Thestudy starts by reviewing electricity tariffs, consumptionlevels, and expenditure patterns compared to neighboringcountries. It then considers the welfare effects o f raisingtariffs, with particular attention to the poor and othervulnerable groups. It concludes with potential links toagriculture, the environment, and stakeholder analysis.
