【 摘 要 】

Too often, policy for vocationaleducation in developing countries has only concerned itselfwith a literate minority within the labor force. This studyhelps to widen that view. From the perspective of "Education for All " and " Lifelong Education," the report examines efforts to combine vocationaltraining with literacy education, to enable a very poor,illiterate labor force, especially rural women, to developmore productive livelihoods and take on increasingly activeroles in transforming their families and communities. Theaim is to assess whether and how official policy shouldsupport such efforts. Based on documentary evidence fromseveral countries, particularly Guinea, Kenya, Senegal, andUganda, the report suggests that vocational education policyshould encompass out-of-school, and illiterate youth andadults, but to be effective would require gradualism,decentralization, capacity building, flexibility, andcomponents of savings, credit, and enterprise development.
