Whether it should be part of a globalclimate mitigation strategy, however, remains controversial.One of the key issues is that, contrary to emissionabatement, carbon sequestration might not be permanent. Butsome argue that even temporary sequestration is beneficialas it delays climate change impacts and "buys"time for technical change in the energy sector. Torigorously assess these arguments, the authors build aninternational optimization model in which both sequestrationand abatement can be used to mitigate climate change. Theyconfirm that permanent sequestration, if feasible, can beoverall part of a climate mitigation strategy. Whenpermanence can be guaranteed, sequestration is equivalent tofossil-fuel emissions abatement. The optimal use oftemporary sequestration, on the other hand, depends mostlyon marginal damages of climate change. Temporarysequestration projects starting now, in particular, are notattractive if marginal damages of climate change at currentconcentration levels are assumed to be low.
