This report describes efforts by theClimateWorks Foundation and the World Bank to quantify themultiple economic, social, and environmental benefitsassociated with policies and projects to reduce emissions inselect sectors and regions. The report has three objectives:1) to develop a holistic, adaptable framework to capture andmeasure the multiple benefits of reducing emissions ofseveral pollutants; 2) to demonstrate how local and nationalpolicymakers, members of the international developmentcommunity, and others can use this framework to design andanalyze policies and projects; and 3) to contribute acompelling rationale for effectively combining climateaction with sustainable development and green growthworldwide. By using a systems approach to analyze policiesand projects, this work illustrates ways to capitalize onsynergies between efforts to reduce emissions and spurdevelopment, minimize costs, and maximize societal benefits.This report uses several case studies to demonstrate how toapply the analytical framework.Three simulated casestudies analyzed the effects of key sector policies todetermine the benefits realized in the United States, China,the European Union, India, Mexico, and Brazil. The sectorpolicies include regulations, taxes, and incentives tostimulate a shift to clean transport, improved industrialenergy efficiency, and more energy efficient buildings andappliances. Also presented are results of four simulatedcase studies that analyzed several sub-national developmentprojects, scaled up to the national level, to determine theadditional benefits over the life of each project, generally20 years. By applying the framework to analyze both types ofinterventions, this report demonstrates the efficacy of thisapproach for national and local policymakers, internationalfinance organizations, and others. These case studies showthat climate change mitigation and air quality protectioncan be integral to effective development efforts and canprovide a net economic benefit. Quantifying the benefits ofclimate action can facilitate support from constituenciesinterested in public health and food and energy security; itcan also advance the international discussion of effectiveways to address climate change while pursuing green growth.In this report, the chapter 1 provides backgroundinformation on the pollutants covered in this report andidentifies opportunities to achieve both local socioeconomicand global climate objectives by reducing emissions. It alsointroduces new modeling tools that enable broader economicanalysis of emissions-reduction programs. Chapter 2 explainshow these tools can be combined to develop an effectiveframework to analyze policies and projects. Chapter 3demonstrates the framework, using several policy- andproject-based case studies to estimate the multiple benefitsof emissions reductions from a regional or national level.Finally, Chapter 4 explores the challenges tooperationalizing the framework and presents conclusions fromthe study.
