【 摘 要 】

The reality of climate change associatedwith anthropogenic emissions is now widely acknowledged bythe scientific community. Its potential devastating futureharms are equally well perceived and as stated in theCopenhagen Accord major nations agree on the need to jointlyand urgently combat climate change. The internationalcommunity is also quite aware that stabilizing atmosphericconcentrations of green-house gases (GHG) at supportablelevels will require a drastic reduction in GHG emissionswithin a limited period of time. Undertaking such anenormous effort triggers several interlinked challenges: (1)technically mitigating GHG emissions to the required level;(2) implementing these solutions in countries where therequired amount of emission reduction is most realisticallyand efficiently achievable in particular through involvingand using in full the large potential of developingcountries; and (3) mobilizing the large amount of financingneeded to ensure that the corresponding projects andprograms can be effectively implemented. Furthermore, thesechallenges must be simultaneously addressed in a way that isacceptable to all the parties involved. This means inparticulars that any arrangement designed to meet the globalGHG emission reduction challenge must be consistent with theprinciple of the common but differentiated responsibilitiesof developed and developing countries.
