【 摘 要 】
The authors develop a model of landleasing with agents characterized by unobservedheterogeneity in ability and presence of an off-farm labormarket. In this case, decentralized land rental maycontribute to equity and efficiency goals and may haveseveral advantages over administrative reallocation. Theextent to which this is true empirically is explored usingdata from three of China's poorest provinces. Theauthors find that both processes redistribute land to thosewith lower endowments but that land rental markets are moreeffective in doing so and also have a largerproductivity-enhancing effect than administrativereallocation, implying that more active land rental marketswould allow producers to realize significant productivitygains. At the same time, the presence of a large number ofproducers whose participation in rental markets remainsconstrained suggests that efforts to reduce transactioncosts in land rental markets would be warranted.
