This is the sixth Annual Review ofDevelopment Effectiveness (ARDE), covering the year 2002.its findings indicate that the Bank's country, sector,and global programs are consistent with the MillenniumDevelopment Goals (MDG) themes, increasingly focused onpoverty reduction. The review assesses, and evaluates theoutcomes of its development assistance, indicating that atthe project level, outcomes continue to improve, withseventy seven percent satisfactory ratings in FY01(exceeding for a second year the Strategic Compact target ofseventy five percent); over two thirds of projects wererated as likely, or highly likely to be sustained; and, onehalf rated as having substantial, or higher institutionaldevelopment impacts. Sector strategies show increasingattention to poverty linkages, although findings suggestintensified efforts in the identification of relevantdevelopment outcomes, and corresponding intermediateindicators, as well as strengthening capacities, andincentives to monitor and evaluate development outcomes. TheBank must move from recognizing the multi-sectoraldeterminants of development outcomes, to developing andimplementing cross-sectoral strategies. Above all, the Bankneeds to fully assess the implications at the corporate,country, sector, and global levels of the MDGs, and addressthese implications in its use of lending and administrative resources.
