【 摘 要 】
This study is the first independentevaluation of social fund projects by OED. It reviews thedevelopment effectiveness of social fund projects and drawsimplications for future Bank support to them. It responds tothe interest of the World Bank's Board of ExecutiveDirectors for an independent evaluation of thisfast-expanding portfolio. The review is based on anexamination of existing data and literature, and brings tobear new information relating to the participatory processin social fund projects and their institutional developmentimpacts at the government, nongovernment, and communitylevels. The report finds that social fund projects have beenhighly effective in delivering small-scale infrastructure,but much less so in achieving consistently positive andsignificant improvements in outcomes and welfare impacts.While social fund projects have delivered slightly more thanproportional benefits to the poor and the poorest, therehave also been a significant number of non-poorbeneficiaries. Most social fund beneficiaries are satisfiedwith the financed subprojects, but the greatest communityproblems have not necessarily been addressed and there is noassurance that the selected subprojects ensure the highestnet benefits to the community.
