【 摘 要 】
The authors examine the role ofgovernance-measured by level of corruption and quality ofbureaucracy-and ask how it affects the relationship betweenpublic spending and outcomes. Their main innovation is tosee if differences in efficacy of public spending can beexplained by quality of governance. The authors find thatpublic health spending lowers child and infant mortalityrates in countries with good governance. The results alsoindicate that as countries improve their governance, publicspending on primary education becomes effective inincreasing primary education attainment. These findings haveimportant implications for enhancing the developmenteffectiveness of public spending. The lessons areparticularly relevant for developing countries, where publicspending on education and health is relatively low, and thestate of governance is often poor.
