【 摘 要 】
This Country Framework Report forUganda, is part of a series focused on achieving povertyeradication, rural development, and economic growth throughsustained infrastructure programs. Introducing privateinvestment to the infrastructure sectors, lies at the heartof the Government's strategy to achieve combined sectorrestructuring, and liberalization. To this end,infrastructure development must be responsive to economic,and social needs, based on clear planning, and policycoordination. The report prioritizes on exploiting allbeneficial options for private sector involvement, payingclose attention to the development of effective incentiveframeworks. Moreover, subsidy and donor funding mechanismsshould be introduced to support poverty alleviation in thecontext of reform, while measures should be taken to ensurecapacity is available to execute the reform programeffectively, and provide for its coordination to maximizeeconomic development. There should be a strong bias towardsector liberalization, except where this would result insignificant loss of economies of scale, or scope, and, theestablishment of an overall regulatory environment,attractive to private sector participation should be acritical priority, while protecting the interests of consumers.【 预 览 】
