Successful trade policy reform, oftenrequires customs reform. In the 1990s Morocco's tradepolicies were strongly influenced by its agreement with theEuropean Union, with the World Trade Center, and theMulti-fiber Agreement, which led the Customs and IndirectTaxes Administration to examine its procedures. Customsreforms were based on the principles of the World CustomsOrganization, supported by technical assistance provided bythe International Monetary Fund and bilateral partners. Suchreforms were the result of public-private partnerships,focused on four main areas: 1) simplified procedures andselective controls; 2) increased use of informationtechnology; 3) improved management of special customsprocedures; and, 4) enhanced transparency and partnershipswith the private sector.
