【 摘 要 】

The Russian Federation CustomsDevelopment Project (CDP), launched in 2003, has beenhelping reform and modernizes the country's federalcustoms service. Reforms under the CDP have resulted inimproved performance: both customs clearance times andrent-seeking incidents have been reduced. However, despitemajor progress in critical areas, global rankings such asthe world economic forum's enabling trade index and theWorld Bank's logistics performance index suggest thereis still significant room for further improvement in customs administration.
