【 摘 要 】

The problem which this report seeks toaddress is the slow rate of technology generation of theagricultural research system in the Sahel. To overcome thisproblem, the report proposes to strengthen the nationalagricultural research systems in the region through athree-pronged effort: (a) institutional reforms of thenational agricultural research systems to evolve an enablingenvironment for creativity, innovation and improvedperformance; (b) new modes of regional cooperation based onthe principles of comparative advantage and the relativestrengths of national agricultural research systems; and (c)a series of cross-cutting actions to support the revitalizednational and regional efforts. It is expected that a moredemand-driven national/regional research agenda and morevibrant linkages between scientists and clients will lead tofaster rates of technology generation, as was demonstratedby the success of cotton research in the Sahel.
