Chile is an economy rich in naturalresources and their efficient exploitation has proved theright strategy to grow successfully over the last fewdecades. More recently, in the broader context of increasingglobalization and competitive pressures, it has chosen asits main development driver the contribution that arisesfrom innovation and the adoption of higher levels oftechnology to enhance productivity growth and to add tonational competitiveness. There is strong public commitmentto increase funding to stimulate innovation, butimprovements in the technology transfer andcommercialization system will not only involve an increasein funding but also changes in incentives, fundingreallocations and institutional building. This reportresponds to a request by the CNIC (National InnovationCouncil for Competitiveness - Consejo Nacional de Innovacionpara la Competitividad), through its Secretariat, to reviewChile´s knowledge/technology transfer and commercializationsystem and identify practical steps to accelerate thedevelopment of an effective and dynamic system. The overallobjective is to expand the number of firms in Chile that useknowledge as its main competitive strategy. The remainder ofthe report is structured as follows. Chapter two conducts adiagnostic of Chile's current system, and chapter threeprovides recommendations to upgrade technology transfer andcommercialization practices and incentives in Chileconsidering its current endowments and lessons learned frominternational reference models. Chapter four summarizes theconclusions of the review.
